Additional Opportunity for Georgians to Enroll in Health Coverage that will begin on January 1, 2025; Coverage Begins January 1 for Plans Selected by December 20

The Office of Commissioner of Insurance and Safety Fire (OCI) announces an extension of the deadline to enroll in coverage that will begin on January 1, 2025. “Open Enrollment is the optimal time for Georgians to explore affordable options for health coverage,” said Commissioner King.

One of the benefits of establishing a State-based exchange (SBE) is the added flexibility it affords states to operate in the best interest of residents and respond appropriately to state-specific conditions. The decision to extend the deadline was made because Georgia Access is still a new program and may be unfamiliar to some consumers, and there were two devastating natural disasters that affected many consumers, and we want to give all Georgians sufficient opportunity to enroll. “At the heart of everything we do, we put consumers first. In the final analysis our goal is to offer health care enrollment that is easy, convenient and affordable and to offer every opportunity to increase enrollment of uninsured residents in Georgia” said Cheryl Gardner, Georgia Access Executive Director.

To ensure coverage begins on January 1, 2025, consumers must select their plans by December 20, 2024. For those who enroll after this date, coverage will start on February 1, 2025.

Georgia Access provides a variety of quality and affordable health insurance plans designed to meet the needs of residents throughout the state. Over 16,000 certified agents are available to assist consumers in navigating their options and enrolling through various channels, including the Georgia Access Portal, web brokers, and insurance companies.

Residents can access resources and assistance by visiting GeorgiaAccess.gov or calling the Georgia Access contact center at 888-687-1503, TTY Line 711.

Consumers Can Preview Health Plans Beginning October 28

ATLANTA – Georgia Access, Georgia’s new State-based Exchange, announced today its readiness for the upcoming Open Enrollment period, including a robust roster of over 15,000 new and returning certified agents to date and multiple enrollment options for consumers to shop for and enroll in quality, affordable health coverage.

“Georgia Access is pleased that more than 15,000 licensed and certified agents will be available to help residents find the best coverage options to meet their unique needs and budgets,” said Georgia Access Executive Director Cheryl Gardner. “Agents offer consumers localized help and a personalized customer experience. They are integral in our mission to providing multiple pathways for consumers to enroll in health coverage and to reducing the number of uninsured residents in Georgia.”

Consumers can also begin to preview 2025 health insurance plan offerings and compare prices beginning October 28 at GeorgiaAccess.gov.

“We want the enrollment process to be as convenient and accessible as possible for Georgia consumers,” said Insurance and Safety fire Commissioner John F. King. “Plan preview provides consumers an opportunity to browse and determine which plans best fit their wallets and individual needs before Open Enrollment begins.”

Beginning November 1, agents will transition from enrolling consumers on HealthCare.gov to enrolling on Georgia Access or through an Enhanced Direct Enrollment (EDE) partner for Open Enrollment 2025. Agents are required to adhere to all requirements and complete Georgia Access certification training to sell plans on Georgia Access.
Georgia Access will offer different types of quality affordable health insurance plans designed to meet the varying needs of consumers throughout Georgia. Plans include Qualified Health Plans (QHPs), Stand-along Dental Plans (SADPs) and Catastrophic Health Plans.

Georgia Access leads the way as the first State-based Exchange to implement an innovative approach that allows consumers to receive assistance from Georgia Access certified agents, Enhanced Direct Enrollment (EDE) partners, such as a web broker or insurance company, or through the Georgia Access consumer portal. As a result, Georgians have a true no-wrong door approach for enrolling in coverage.

Consumers can begin plan browsing on October 28. Shopping and enrolling for health coverage begins on November 1. Coverage will begin on January 1, 2025, for those who select a plan by December 16, 2024. For more information, please visit GeorgiaAccess.gov or call the Georgia Access Contact Center at 888-687-1503, TTY Line 711.

Insurance and Safety Fire Commissioner John F. King announced today that the Centers for Medicare and Medicaid Services (CMS) confirmed approval for Georgia to transition to a State-based Exchange (SBE), otherwise known as Georgia Access. Georgia Access will go live as the official health insurance marketplace on November 1, 2024, as Open Enrollment 2025 commences.

Georgia Access, a new division within the Office of Commissioner of Insurance and Safety Fire (OCI), is the State’s program for eligible Georgians to shop for and enroll in health insurance coverage in the State’s individual health insurance marketplace. Georgia Access provides consumers with multiple options to enroll in affordable health insurance coverage through web brokers, agents and insurance companies.
“This milestone is the result of the extraordinary work our office has conducted over the past three years to move Georgia away from reliance on the federal government for health coverage,” said Commissioner King. “The Georgia Access approach is an innovative one. It will be the first State-based Exchange to partner with private sector companies to get consumers enrolled. It represents our commitment to expand access to affordable, quality health coverage and reduce the number of uninsured Georgians.”

“This is a great milestone in connecting Georgians with the coverage they need,” said Governor Kemp. “A state-based exchange will not only make the process for Georgians getting covered easier, but will also increase their coverage options and our ability to promote quality and affordable health plans. That’s why creating Georgia Access has been a top priority of my administration, and it’s why I was proud to bring forward and sign critical legislation last year to get this exchange established. I look forward to seeing this common sense initiative yield results for the people of our state.”

“Georgia Access stands ready to bring improvements to our State to better serve consumers and help reduce the number of uninsured Georgians,” said Cheryl Gardner, executive director, Georgia Access. “We will meet Georgians where they are, with a goal to continue to innovate Georgia’s healthcare market.”
In 2019, Georgia’s health insurance landscape was inadequate at best. More than 1.3 million Georgians were uninsured, and 118 counties were limited to a single carrier for coverage options. After years of stagnant enrollment numbers and a lack of carrier options, it was widely understood that vast changes were needed to combat rising healthcare access and affordability challenges sweeping across our state

Governor Kemp signed the “Patients First Act” on March 27, 2019, authorizing Georgia to submit a 1332 waiver and pursue innovative solutions to address healthcare challenges in the State. On November 1, 2020, the State of Georgia received approval for its Section 1332 Waiver to implement a two-part approach. Part I of the waiver is a five-year reinsurance program designed to lower premiums through increased carrier participation. Part II of the waiver transitions the State’s individual market from the Federally-facilitated Exchange (FFE) to an SBE, known as Georgia Access. The goal of Georgia Access is to increase the number of insured Georgians, improve the shopping and enrollment experience, increase competition, and promote innovation and private sector investment in Georgia.

As a result of these changes, Georgia’s healthcare marketplace is healthier than ever. During Open Enrollment 2024, more than 1.3 million Georgians enrolled in marketplace healthcare coverage. Carrier participation has more than doubled since 2019, and no counties are limited to a single carrier for coverage options.
Consumers may begin shopping for health coverage on November 1. Coverage will begin on January 1, 2025, for consumers who select a plan by December 16, 2024. Please visit Georgiaaccess.gov for more information.
